I think the strong implication is that Cardassian culture post-Dominion War reformed to abandon its imperialistic, colonialist, authoritarian, and fascistic tendencies. The Dominion's attempted genocide of the Cardassian people probably served as the same "come to Surak" moment WW3 did for Earth.
