"Assemblymember Papan said it herself in her Mercury News op-ed about AB 1557 published on March 13th, 2026: "E-bikes are not the problem", explaining that in their conversations with community members they learned that illegal high-speed e-motos were the primary concern and danger.

The original version of AB 1557 reflected this, focusing on providing a clearer distinction between legal e-bikes and non-street legal e-motos by clarifying that the existing 750 watt motor limit applied to *peak* output, and not only typical output. This change is as recommended on pages 142-143 of the Mineta Institute study commissioned by the legislature to inform e-bike policy, and published in December 2025. This study also identified illegal high-speed e-motos as the primary safety issue.

However within a week of that op-ed Asm Papan revised the bill, going against her own words by refocusing AB 1557 on already legal e-bikes, with further limitations on motor power and speeds for Class 1 and Class 2 e-bikes that are already currently limited to 20 mph top speeds, proposing a reduction to 16 mph top speeds.

I am aware of no data to inform how much of a safety benefit might be associated with slowing Class 1 and 2 e-bikes by an additional 4 mph. But it seems very likely to be significantly negligible, especially given the reality that drivers of 2-ton cars have no speed limiters, with scarce enforcement and tickets generally not written until they are driving at least 10 mph over the limit.

The Mineta study references lower e-bike speed and power limits in the EU. But the study also references our state's lack of high quality bike infrastructure, and the need for significantly higher investments in protected facilities.

If we want our e-bike rules to be more like the EU then we must also provide bicycling facilities like the EU that make it safer to ride slower. A 5 to 10 year transition period for any such changes seems more appropriate, in conjunction with a surge in active"

More barriers for teens to access legal e-bikes will mean more teen drivers, & increased likelihood of tragedies like these. 3 teen drivers were killed in Walnut Creek car crashes in 2 years. But the mayor came out only to support an e-bike license bill, w no action wrt the actual fatalities
