The problem with Apple's notification system is that it is incomprehensible. Apps can bypass 'DND' with a special setting, hidden deep in some submenu, and it's totally unclear how it interacts with notification settings.

The problem with this proposal is that people don't want an average day to consist of lots of little mini-deliberations, that take time and mental energy, as to whether they're willing to shell out a few cents for some tiny thing. You don't want to sit in a restaurant, paying by the bite.
