I don'tknow how else to understand this in the context of you both not knowing what this did, and it being imperative that this change happen.

My frustration is that Councillor Menard has said the report would not have passed without this element on this motion, so it's hard not to take this an intentional change most of Council was in on (otherwise it couldn't impact the vote) except for the members who may question it.

ie Devine and Troster have both said they didn't realise this change

So am I to take it you know of that many members of council who were going to vote no if not for this motion changing that element, while there are other members of council who voted yes on this motion despite claiming to not even realise it involved the times changing?

I can accept arguments for not adding additional improvements for fear of it not passing, but it seems as if the item was gonna carry as-is, so it's somewhat demoralizing to see something unnecessarily water it down.

Those are all great things to have accomplished, but with all due respect, this particular motion feels like taking the ball to score on your own net so the other team doesn't get mad even if they had no way to stop you.

But the change from 3 to 2 hours is fairly substantial. It feels like it should have been highlighted and merited at least some explicit mention. It's very disappointing, and other councillors seem to have not understood what it was doing either.
