Takeaway: Reducing financial barriers is important, but not sufficient. Effective policy must address not just affordability, but also prioritize instructional quality and student support.
Findings:
• The subsidy increased exam registration, absenteeism, and exam failing rates
• Effects were more pronounced among female students and those in urban or low-performing schools
• We observed negative spillovers on substitute subjects (e.g. french), while core subjects were unaffected.
What we studied: A targeted subsidy for the CSEC Spanish exam aimed at reducing the financial cost of taking Spanish.
