Thanks for focusing on effective rates rather than statutory. It's all that matters in the final analysis, and it seems to be what many progressives most often miss, even folks like Sen Sanders and AOC. I'm sure they know, but they don't expend enough energy helping people understand the difference.
You get the same result, with less ability for the right to propagandize to people who have no idea how taxes work, like the people who were convinced that the Estate Tax is a "death tax".
A 90% statutory bracket would be a propaganda gift to the right. They barely need to frame it since it sounds scary enough on its own. A better solution is raising it some, and then getting rid of loopholes that only serve the wealthy.
Dems need to legislate smarter, not just bigger. Examining the effective tax rates paid by the wealthy during the decades of 90% statutory rates reveals that no one ever paid it because many of the same loopholes existed then. Effective rates were definitely higher than today though.
