First drafts are usually pretty bad. Editing is where the craft comes in, and you can learn that by joining critique groups and writers forums.
Just write. Be brave. Do the thing despite the fear. The world will not end. You will not die. You're safe.
Push your ego aside and enjoy the process.

Marine Biologist: these species of dolphin are entirely covered in scars from fighting all day every day. They hunt sharks for fun and the juveniles get high off of puffer fish.
A difficult concept to navigate properly is that *testing* is itself a major problem in education (most exemplified by the No Child Left Behind testing regimes. This can mean that the very tests revealing declines in learning are themselves part of what is causing the decline.
You might think, “but how will we know if student outcomes are improving without testing?” and the answer is that we must support and then trust our teachers. Teachers spend their lives working with and understanding students. Many of these regimes emerged out of not trusting teachers.
Seeing all the different things schools are doing right now to motivate students to try their best on testing says a lot, I think, about how divorced they are from being meaningful for students.

Take a step back and make sure you understand what you want. If that looks like an outline of the structure, start with that. If you have to figure out a character, try writing them thinking or saying something to someone
