Now that I think about it, maybe you need consciousness to have agency because you need preferences/valences to set goals and steer the future in this direction.
Not sure if the dynamics inside states or companies could count as such preferences...
I understand agency as the ability to control future states. It is a continuous property ranging from a simple thermostat to long term strategic planning of humans, states or companies.
Most conscious beings have high agency. Exceptions could be persistent vegetative states...
Apparently this is only on mobile devices. So I can force to load the desktop version and finally the language option shows up. Not sure what Google was thinking when they excluded this option on mobile.
I can change subtitle, speed, quality..., but not the audio language.
I simply try watch it in the browser.
I am connected from Germany and whenever I open your videos I hear the auto/ai generated German translation of your talk. I cannot change the audio (no I do not want to sign in to YouTube every time).
I know this is is meant as a service but it is super annoying. Please turn this off if you can.

Fun fact about a very different brain: The Portia spiders can do strategic planning and have object permanence (that even babies do not have) with <100k neurons.
