This is kinda what I think the will of the Castle Town dark fountain is. More specifically, I believe the will of the Grand Fountain is to make a world where darkners can just be themselves. They no longer have to adhere to the roles assigned to them by the story told by the will of the fountain.
In Smash, characters are divorced from their original story and put into something else. Something that might have it's own story, but doesn't always have one. Because of this any character can be in Smash; the rules of their home worlds don't matter anymore.
As for the second type of crossover, do the rules of the worlds that the characters are from really matter for a game like Super Smash Bros? No, because Smash just needs the characters to beat eachother up with moves that represent, but are not really their actual powers.
TV World is the first type of crossover. Pippins, Ribbick, Lancer, Spamton are simply a part of TV World's narrative. Having been a part of Card Kingdom's or Cyber World's narrative doesn't stop the will of the fountain from making them a part of this story as well.
