Free as in this is all A18 rejects that they would normally trash, this is a recoup of old hardware in every aspect. They will loose margin when they run out of those but they aren't dumb and keep the price. They pay for the RAM but they can eat the 2-3x surcharge there and still make a profit.
Qualcomm has very competitive hardware on paper. Apple Silicon lost the head start the past 2y but even if MS managed to catch up on the Kernel side the margin stacking will kill the price everytime. The vertical integration is giving Apple an enormous edge thats impossible to beat right now
Their ability to just eat it in a supply crisis is giving them all the power to destroy a large portion of the market this year. I don't think a lot of smaller manufacturers will survive this.
Not just Windows fault, nobody can compete on value with this. Their SoCs for this are essentially free.

To me its all about watering down power structures to reduce the possibility of extreme accumulation of power
in a private service of something that is by default a public service/good.
Allow the private service but ensure that no capital interest is involved f.e.
Other cases can be more clear cut, like train tracks and road infrastructure, there isn't much potential for diverse needs there to begin with.
