They could've ended the film with showing Victor Frankenstein graduating from high school and meeting Henry Clervall as they prepared to go to college together. That would then set up the next film.

Universal didn't even bother to get started with the new version of this. Each end of the movies could have led into the next. For example, if the mummy movie were done correctly, possibly even bringing in the O'Connell parts of the 1999 remake for that movie.
