This is deeply embarrassing from Polanski. Either he doesn't pay attention to Government policy and ergo doesn't know what it is, or he does and is pretending he doesn't. I'm inclined to believe that it is the latter. It isn't the first time that he has done this.

Luckily since last year councils don't have to bid anymore and it's based on a 3 year needs based formula. Which given the council I'm a member of never got anything for buses is a great blessing.
