I don't know what or why was the cause of the broken component... but if someone looks for some fixes... well.. the most radical thing is, just reinstall Windows, if nothing else sticks.

The #Windows Update component was so broken, that I essentially had to reinstall Windows to fix it, I threw everything I could at it (e.g. I used troubleshooters, etc) if it sticks, but it was always the same outcome.
It was always the error 0x80070306. (Once, via repair image 0x8000ffff) #Windows11
