I think most of your options are going to be downtown or the Pearl (very walkable), which if you don't mind public transportation you'll have easy access to other neighborhoods on the bus or light rail.

I have a light weight REI running jacket, and will put layers on underneath depending on the temps. If it is just a short run I’ll go without rain protection and accept I’ll get a little damp if it is drizzle rain.
