Yeah I think that is a fair requirement to hold a government to, and also one that I observe as not operationally feasible. I think both of those things are true.

So 8th grade in NJ and AP Euro History are the opportunities to learn about the Dreyfus affair in the public education system.

That's what I would have guessed. The majority of highschools don't even offer that class judging by the AP college board numbers.

For reference, my public education did not go into European history basically at all, and definitely not at the level of any particular person or event.
