The issue with professional expertise is, if you're a clinician treating a patient with NPD (or suspected) then sure, you need certification. İf you're just trying to stay the hell away for your own safety then reasonable suspicion is ample grounds.

I agree, it needs to be global, but we don't have an effective international court and I don't see how one could be established, like Nürnberg, in a timely manner.
