Does the “which does not include anything of value” mean that only applies to stuff like pictures/videos exchanged with friends/online for free? And thus, a movie that is shown to people for a fee *can* be tariffed?

For some reason this year feels different (and less miserable) than last year? Well some days at least. Maybe because the expectations this year are so low that when we have a no name starter go five innings with one earned run it feels like a spiritual win
