Good. TADs should not be treated as a slush fund to do projects beyond the original plan. These are still tax dollars that are needed for essential services.

I spent the last few weeks dissecting the mayor's plan to raise billions in tax revenue to fund his huge neighborhood revitalization plan.
At long last, here's my report Atlanta’s heated TAD debate, for @atlantaciviccircle.org:
Over 12 years (2014-25), City of Atlanta's 8 tax allocation districts (TADs) have funded <1,200 deeply affordable (<50% AMI) rental units, the sort most desperately needed in the city. That's less than 100 per year. Most of the units are 60% AMI or above (because they are primarily LIHTC units) 1/3
2/3 The 3 lucrative TADs have accounted for 89% of total TAD revenue; Beltline alone accounting for >45% & growing. So these 3 TADs have been "successful" & should end. These high/fast-rising value TADs are already pulling dollars from schools, basic services & afford housing in other, poorer nabes.
