Dickens' $5.5 billion Neighborhood Reinvestment plan hinges on extending Atlanta’s TADs. Can they deliver? Can the mayor’s ambitious neighborhood reinvestment plan really end the “tale of two cities?”

Atlanta's biggest story today is about TADs — how they work, WHERE they work, and whether they're the best way to fund the $5.5 BILLION Neighborhood Reinvestment Initiative.

TADs are complex — and boring — but so important to understand. Here's my deep dive, for @atlantaciviccircle.org:

With The Beacon’s debut, Atlanta hits 500 rapid housing units for homeless people Officials say the initiative shows how to move chronically unhoused people into stable homes faster.

The Beacon rapid housing complex replaced a Mechanicsville homeless encampment. Some of tent city’s former residents will return to the property — this time with a real roof over their heads.

Working and Homeless: The Invisible Population Growing Every Year | Amanpour and Company YouTube video by Amanpour and Company

I joined Amanpour & Company to talk about why "working homeless"—a term that should be a scandal—has become an ordinary fact of American life.

40% of officially-counted homeless people have jobs. And that's before we get to the millions who are rendered invisible, who are never counted at all.

During the ‘96 Olympics, "jails became homeless shelters."

With the FIFA World Cup fast approaching, people like Allen Hall fear déjà vu.

Good. TADs should not be treated as a slush fund to do projects beyond the original plan. These are still tax dollars that are needed for essential services.

Dickens' $5.5 billion Neighborhood Reinvestment plan hinges on extending Atlanta’s TADs. Can they deliver? Can the mayor’s ambitious neighborhood reinvestment plan really end the “tale of two cities?”

“The benefit has barely scratched the surface, and you’re asking me to support TADs for another 30 years? I’ll be dead before y’all do what you’re supposed to do.”

I've heard this a lot over the past few weeks. A lot to unpack here:

I spent the last few weeks dissecting the mayor's plan to raise billions in tax revenue to fund his huge neighborhood revitalization plan.

At long last, here's my report Atlanta’s heated TAD debate, for @atlantaciviccircle.org:

Over 12 years (2014-25), City of Atlanta's 8 tax allocation districts (TADs) have funded <1,200 deeply affordable (<50% AMI) rental units, the sort most desperately needed in the city. That's less than 100 per year. Most of the units are 60% AMI or above (because they are primarily LIHTC units) 1/3

2/3 The 3 lucrative TADs have accounted for 89% of total TAD revenue; Beltline alone accounting for >45% & growing. So these 3 TADs have been "successful" & should end. These high/fast-rising value TADs are already pulling dollars from schools, basic services & afford housing in other, poorer nabes.

Atlanta’s eight TADs have generated $1.85 billion since they launched.

89% went to three wealthy districts.

11% went to the five covering the city’s highest-poverty areas.
