I urge you to go read the article I linked, and the sources it links out to. They are very thorough about explaining the situation with the tattoo policy and make it absolutely clear that Platner is, at best, trying to mislead people and at worst lying.

The anti-sleeve policy was adopted by the Marines in 2007, and explicitly exempted anyone who already was in the Marines and already had sleeves. Platner was in the Marines in 2007, and already had sleeves, therefore he was exempt. The sleeves did not prevent him re-enlisting. The Totenkopf did.

Platner's own claim is that he tried to re-enlist specifically in the Marines in 2009, and was not allowed to do so because of a newly-adopted Marines-specific tattoo policy. He implies it's because of his arm tattoos ("sleeves"), but the the policy likely would have exempted those for him.
