They would most definitely start it over. Sakurai himself said if there were ever another one, there’s no way it’d match the number of characters Ultimate had. I think it’d be too much of a legal nightmare to get all those licenses again. The cast would still be hefty, but no where near 80+ like ult

I’m sure if Nintendo wanted to make another one, they’d approach him first. And quite honestly I don’t see him turning it down. He supposedly, as of recently, started working on a new project. What that is, have no idea.

I’m so ready for a new smash game. There’s nothing like the excitement of a smash character reveal trailer. Nintendo really puts their whole ushy gushy into those videos.
