That just looks like a torch lighter Edit to add: That said, some people reported seeing a dude shooting a cap gun next to the university campus. I don't think that video and that cap gun are related. Torch lighters are used for several types of drugs. He shouldn't have boosted that clip showing that guy without knowing for sure what's going on and what that video shows.
