Well, if you'd just change that to "over the people" I could give you a lot of examples. "With the people?" Um, Eisenhower in 1957 is literally the only example I've got.
The problem is that we're not going to be prepared. Because no one actually grasps the measures necessary to counter him. States should have the entire National Guard mobilized and every law enforcement agency ready to intercept DHS goons, with force if necessary. That's where we need to be.
