It may have occurred here, but Chicago is also headquarters to a lot of reactionary organizations, including the American Bar Association, in addition to the numerous financial groups.
In this case it's liability concerns (isolated site) mixed with limited financial gain, mostly due to the unique siting of a lot of our area's community colleges. Being on top of former landfill isn't exactly super desirable property, and they pull from a large area.
I have made this same pitch to my friend who works in the accounting department at our community college.
To put it another way, if you fill up a totally-empty gas guzzler with a 16-gallon tank in Chicago, the state sales tax on gas comes out to almost exactly the cost of a single round-trip on a CTA bus. Which of those two options should we be financially incentivizing during a gas price shock?
