Most people on step 2 think they are on step 4. Most people on step 3 think step 4 doesn't exist, and that the people on step 4 are on step 2.

Human Rights under Liberalism do not extend to having a theocracy. Even if 100% of a population desires a theocracy, it is morally indefensible under liberalism. It doesn't matter if theocracy is "part of their culture". It is unacceptable for a leader to claim divine right, under any circumstances.
