Smoking ban in pub gardens is extremely illiberal. Smoking bans indoors which cause harm to non smokers (especially staff) seemed a reasonable balance of harm when you had the option to smoke outside. Banning adults from smoking in gardens is not the same. Next limit x units of alcohol per person?
