Oh, and the county I live in has 4 times the population of the entire state of North Dakota.
To me that cost is entirely worth it.
Over the last 4 decades California took a number of interventions to improve air quality, and it improved dramatically. Some of those things made gas for expensive. But my kids growing up in the same town never experienced that same awful feeling of not being able to take a full breath.
When I was a kid growing up in coastal Southern California, my brother and I would lie in bed with asthmatic coughs on smoggy summer days. And we lived in a town where the air quality was better than most places.
