That's the way it's been for hundreds of years because humans prefer to be at the top of the hierarchy, which is a bias.

This attitude relies on an initial assumption that they're not conscious or intelligent and anyone who tries to prove otherwise is a quack, rather than saying it seems possible, let's gather evidence.

The problem is, regarding the consciousness of animals, that the default of science is, "it can't be real until we've proven it."
