Once you have created and populated your List you can add it to options shown at the top of the screen. Click on the List name to open it. At the top right of the screen is an option to Pin it. This will add that list to the feed options on the right of the screen. It can then be moved up or down.
To populate the list you go to a person's profile. Click on the three dots just to the right of the word following. The select the add to list option. That individual can then be added to any of the personal Lists you have created.
Those are my custom Lists that I have created. You click on the word List above your Profile on the left side of the screen. Then you can create any custom list you want.
Here is a screen shot of mine. It is a combination of Feeds and Lists.
After adding the new feed click on the "more feeds" button at the bottom of the list. Then at the top of the list on the popup screen click on the "Edit". This allows organizing your feeds showing at the top.
Click in the search box at the top of the feed list. Enter #genchat and select is to add it to your feeds.
That's fast enough for me. I'm usually that far behind you'll anyway.

The lists are then populated by clicking on someone's name to open their profile. Click the three dots to the right of their name and select the option to "add to list", select the list you want to add them to.
To create a List select the List option on the left. The on the User List screen click on the +New button at the top right. Follow the steps to create as many of personal lists as needed.
Make use of the Feeds and Lists options. I've created Lists for Genealogy, Christianity, and News. I then assigned the people I follow to their respective list. That allows me to filter based on those topics.
