I just ran into a COI: not a digital object identifier (DOI), but a content object identifier, specifically: coilink.org/20.500.12592...
It would be nice if coilink.org explained a bit more about COIs, such as how they are different than / related to DOIs, ARKs, etc.

Absolutely and fully agree! Regardless on the mechanism that blocked this resource now (I've checked and with a VPN through another country, PubMed is indeed accessible), it merely highlights further that there is a single point of failure on literature that is simply not acceptable any more.
PUBMED is down. This is disaster !!
We do not have the system and organization to replace it. (EuroPMC is great but not a replacement)
It is crystal clear that we cannot depend on critical systems provided by a single provider.
European reaction has to include science and science infrastructures.
