Behind ICE’s seemingly chaotic street-level violence lies a highly precise, mutually coordinated, and nested surveillance system—a form of slow violence. The population it governs is likely far broader than most people imagine.
Third, less than five minutes passed between submitting the materials and receiving the phone call.
What made the whole episode chilling was this: first, my home and my friend’s residence are less than five miles apart in a straight line. Second, it was a Sunday evening—the ICE sub-office he was supposed to report to was closed, and the call did not come from that office.
After I explained my identity, the officer remained fairly polite and told us that my friend had to be physically present at his own registered residence in order for the check-in to be considered valid.
He said he could see from the backend system that my friend was not at his registered home address and asked who I was and why my friend was at this location.
Unbeknownst to us, only a few minutes after he uploaded his selfie, he received a call from an unfamiliar number. The caller identified himself as an ICE regional officer.
The app’s design looked extremely rudimentary; after fumbling around for quite a while, we still couldn’t find clear reporting instructions, so we figured he would submit another online check-in first, just to be safe.
Recently, the app suddenly prompted him to report in—an unscheduled check-in. Because his English is limited, he came to my place for help.
A friend crossed the border into California in 2023. He attended every required check-in. During a routine reporting appointment late last year, he was required to download a mobile app. Each month, he has to input his address, vehicle registration, employer information, and finally upload a selfie.
