I think that is fundamentally the argument, but if anything the remedy is wrong anyway- in that case surely the LA should be under an obligation to provide. How it relates to VAT on private schools more generally I see no argument

I couldn’t get it to work for cases, I referenced those manually. It’s very helpful for secondary sources if you are writing something that uses lots of those (and it does all the cross references for you)
