I haven't looked into this case, so it might be something different, but Head Start preschool programs are usually run by private charities using a mixture of federal and state money, rather than run by state governments like K-12 school is. Some states have public preschool, but most don't.

I think that they knew the general idea, but it's hard to make it look right without knowing the geometric principles to use, so instead they used size to indicate relative importance and didn't try to make that realistic.
