That said, no carrier that I’m aware of provides the address in response to a tracking number. At most it would show a city and state.

It’s a little unclear to me what’s actually changing. I think what it might be is if the seller does fulfillment themselves, so not through FBA, they could provide a tracking number to the buyer, whereas I think right now Amazon themselves don’t do this.
