One problem with states shouldering certain "responsibilities" rather than fed govt is that poor rural states will always get the short end of the stick, whether you are talking about education, health care, etc. That's a benefit of a federal system that can redirect $$ to red states.

This bill would give Congress the ability to remove an unfit Peesident. It is in the 25th amendment, but Congress has simply never established the commission that is required to execute it. This bill would do that.

Different process. Congress, while they always could create a body to say a president is unfit under the 25th, never did, so it has to be triggered by the VP.
This is them finally creating a process to do so.
