I've been playing GeoGuessr (actually OpenGuessr because I refuse to pay) for a while now, and I've gotten to the point where I'm pretty good. Unfortunately, hitting the next level would require memorizing stuff like this, so I think I've plateaued.
It MIGHT be possible to have one vote where they say "we will opt-in to regular stretch on X date and then opt-back-in to specialized on Y date," but Bergman and others are saying a "pause" doesn't require a vote and the City is free to just stop enforcing the specialized aspects of the code.
They could do a "pause" by opting back into the "regular" stretch codes we had before, then commit to opting-in back to the specialized code later. But...city leaders can promise they'll eventually go back to specialized code, but there would be nothing that would legally require them to.
Not a lawyer, just a humble journalist, but from what I can tell there's no language allowing for a "pause" in state law. Once you adopt one of three code options, municipalities are bound to follow that code. Non-enforcement of some parts of the code may open a legal can-of-worms.
It's clear Worcester business organizations and many developers want a pause of the City's specialized "stretch" code. What's less clear is how the City would actually go about that. My latest for WBJ:

Craft beer is facing a similar crisis of business closures, some of which is related to pressures felt by cannabis businesses, but I have yet to hear anyone argue the state should limit the amount of craft brewers. If a new grower can somehow enter this market successfully, isn't that a good thing?
The reality is we always knew this price compression was going to happen. This article would have been a lot stronger if it featured someone talking about potential pitfalls of limiting new licenses.
