That would change the math on every highway expansion. Unappreciated is that urban highways take a valuable asset, taxable land, and converts it to a major future maintenance liability. We're not even talking about air and water pollution, climate change, noise. etc. Just straight gov't dollars.
Did you know the federal government has a program called Payment in Lieu of Taxes to reimburse local governments for taxes lost due to untaxable federal land? What if state DOTs had to make payments in lieu of taxes to reimburse cities for lost taxes due to freeways taking land out of the tax base?
