Winter Soldier was pitch perfect. Paranoid spy thriller with the appropriate Marvel espionage folks: Cap, Black Widow, Nick Fury, Hill, and Falcon.

Greed is part of the reason.
Creators can create new characters, but are not incentivised to because it's work for hire, all rights back to Marvel or DC.
So they reuse old characters and change them just enough to extend copyright.
