An interesting example of progressive non-BRT bus improvement in North America is Québec City's Metrobus system.
The system was first launched in 1992, addressing the basics (higher frequencies, longer stop spacing, some bus lanes on busier corridors) and has been expanding progressively since.

I've watched a few interviews of Canadian officials on US media.
The Canadians made pretty clear that the problem is not just the tariffs but the 51st state/governor Trudeau insanity.
But the US journalists kept glossing over or ignoring it.

It currently takes 10.5 hours by train to travel from Quebec City to Toronto via Montreal. If Canada proceeds with a high-speed rail system, the trip would take only 4.5 hours.
This project is a no-brainer.
