Seems pretty clear to me.

Rafael Cruz was born in Alberta, Canada. His father was Cuban-born. Because his mother was a US citizen, he acquired US citizenship at birth under American law, even though born in Canada. He renounced his Canadian citizenship only after it became public for his political career.
