Yes, good point, the fact that a bill can be vetoed by the president does but a damper in the idea that this investigative commission would ever get off the ground during Trump's term.
The whole point of Raskin's bill is to exclude the cabinet from the process, something the 25th amendment supports but that Congress has never implemented.
Because the constitution gives Congress the power to assess whether "the President is unable to discharge the powers and duties of his office", and Raskin thinks they should use that power?
(It's not "instead", BTW. Obviously Raskin thinks the president should be impeached.)
