There are plenty of tax payer funded incentives that are geared towards the more well off.

A friend of mine lives in district 10 in Vienna (considered by her as an outer suburb). Her trains run every 10 minutes until 7pm then every 15. id happily pay $11 a day to have that level of coverage.
