In 2010, qualifying for the Daytona Nationwide race was rained out and Paul Menard DNQ’d driving for Roush since the 98 was a new team with no owner points. He ended up getting in by paying enough teams (6) to withdraw to get him in. He was involved in an early crash with Chrissy Wallace who was driving for Ware. RWR’s PR guy at the time put in their press release that it was intentional because they refused to withdraw to get Menard into the field. He followed this accusation up in the release with “That is the fact!” It was soon reissued without that accusation.

I haven’t read the rule book, but unless there’s a rule that explicitly says you’re not allowed to press the button I’m not sure they can really penalize anyone here.
