It hasn't. Futanari just also happens to be the chosen blanket term in porn for "woman with penis" as a genre. I've been here for a very long time so I've seen its evolution.
Nobody splits newhalf/dickgirl/futa/etc anymore.
In all tagging systems those are sub-genres under the futa category.
I have done a few renders of them topping. It's just not my favorite.
