Over a couple generations, the neighborhood pattern will resemble the perimeter block with courtyard interiors that many people really appreciate.

I think it's worth trying ways for folks to input their voice. We know public hearings don't work because they bias towards folks who can take the time to go (including lobbyists.) Looks like I can match ~53% of the testifiers to voter records by name alone. Another ~39% match multiple voters. That leaves ~8% unmatched. The matched group could be interesting because there are a few demographics in the voter registration.
