It is difficult to write and grade a technical certification exam on underlying principles, but so many entry or lower level certifications these days are regurgitating memorized names/terms and matching them up to definitions. Planning to be an expert later? Work to learn the principles, too.

Well, finally saw Brave New World. A lesser attempt at trying to capture the Winter Soldier, and a waste of Anthony Mackie's performance. He deserves a better movie. It wasn't terrible, it just wasn't particularly good.

They are encouraged to reply, not being discriminated for or against. Multiple studies show that the average white male will apply to a job with only 50% of the requirements while others only apply if they have 90% or higher. This is trying for more qualified applicants on average.
