07.19 AEST NDIS savings redirected to aged care Tom McIlroy Tom McIlroy The health minister, Mark Butler, will detail savings from the NDIS on Wednesday, and reveal that some of the savings will go to help older Australians with the provision of essential services like showering, dressing support and continence management. Labor is winding back elements of its aged care reforms, removing out-of-pocket costs for non clinical services in the Support at Home scheme. The government has faced criticism from advocates for elderly people, experts and aged care providers, who said these personal care services are essential for people’s independence and ability to stay at home. The minister for aged care, Sam Rae, said the changes will be effective from 1 October this year. Showering, dressing, continence care – these aren’t optional extras. They’re the basics of ageing with dignity, and no older Australian should miss out because of cost. Older Australians, their families and providers told us these services needed to be protected. We’ve listened, and we’re acting.

Or are they simply desperate to abrogate all responsibility for NDIS decision-making?
Could we just have a NDIS that doesn't spend half its budget trying to find ways not to provide services to people who need them, and just spending that money on the services?
Means testing the NDIS would punish people with disability for working.

Instead of submitting evidence of their disability from doctors, participants will be interviewed by an assessor, who then feeds their findings into a computer program.

Well, I used to think their main takeaway was how to legislatively cover themselves next time, but it would seem even that is increasingly in doubt.
Yet, just yesterday, the NDIA sent out a newsletter worded to implicitly frame those raising the same concerns about upcoming NDIS changes – with rules, policy + algorithms overseen by the SAME Department – as untrustworthy.

They already make great strides in this area to crack down on welfare fraud using the tools they already have, but it is using very, very out-dated technology. So we need this system to ensure that we can provide better service, that we can ensure greater integrity in the services that we deliver to people who need them and to shut out those who want to take a loan of the system. Let’s not forget eight out of ten income tax payers go to work every single day in order to pay for the welfare system and the $150 billion bill that is there for taxpayers. Now they deserve, those taxpayers, deserve the confidence of a system that is efficient, that is a system that ensures we can crack down on fraud and ensure the integrity of that system so every dollar spent in our welfare system goes to people who really need it, because that’s what our welfare system is all about."
And yes, you would think if the NDIA or Labor wanted to avoid Robodebt comparisons, they could have picked a more creative name than one plagiarised from Morrison’s “welfare cop” speech.
