Council consultation page on park management rules Management Rules for Parks, Beaches, and Greenspace Closes 11 Apr 2025 Opened 25 Feb 2025 Contact Parks, Openspace Development and Visitor Services parks@edinburgh.gov.uk Overview Every ten years, the City of Edinburgh Council (the Council) looks at its management rules. The rules apply to land provided, owned, leased, occupied, or managed by the Council. The Council plans to bring in a revised set of Management Rules for Public Parks, Beaches, and Green space. These rules are made under the Civic Government (Scotland) Act 1982. The Culture and Communities Committee met on 22 April 2022. The Committee support discussing changes with the public. They also seek additional suggestions for new rules. Since then, further work has been carried out. A revised draft set of management rules have been developed. There are laws to support your enjoyment of the outdoors. These are the Land Reform (Scotland) Act 2003 and the Scottish Outdoor Access Code (SOAC). Management Rules are important guidelines. They set out how people should behave in parks and other public spaces. Having rules means that the Council does not need to ask the Scottish Ministers for permission to make sure everyone uses our spaces properly and safely. The management rules shall apply to the city's public parks, beaches, and green spaces. This will include the Pentland Hills Regional Park. This is in line with the Scottish Outdoor Access Code. The draft management rules are being consulted on. A final version will be submitted to Culture and Communities Committee for consideration. The Committee will be asked to agree to adopt the new management rules for the next 10 years.
Spokes response re bike parking... 6th April 2025 Spokes welcome this opportunity to respond to the Consultation on Management Rules for Parks, Beaches and Greenspace which are due to be considered by the Culture and Communities Committee on the 15th of May 2025. We refer to proposed rule 4.19, which would prohibit padlocking or securing cycles or attach other items to any railings, gates, poles, or other infrastructure not dedicated or provided for this purpose in or around any Park, Beach, or Green space. Spokes strongly oppose this proposed rule, which does not reflect how people use parks in Edinburgh today. Attaching a cycle to railings or other infrastructure is often required in parks across the city due to a lack of cycle parking. Prohibiting this act would potentially discourage people from using their cycle to travel to Edinburgh’s parks, beaches and greenspace. 1 11,400,000 Shopping, personal business and social trips cycled in 2023, Railings are relied on at many locations, such as Portobello Promenade Amusements where the nearest cycle parking is more than 200m away and the Meadows Compass which lacks cycle parking entirely. Additionally, railings and posts provide an opportunity to secure cycles not suited to typical cycle parking stands, such as those used for carrying young children. This can disproportionally affect cycles modified for disabled groups, such as Tandem cycles used by the Edinburgh blind and partially sighted group VIE Velo.
