I'm so sorry, that sounds maddening and deeply frustrating.
The police are probably aware that they don't enforce that law except when it's convenient for them, but sometimes they really don't want their partners on local government being aware of this, so will follow up when e.g. city govt requests for them to do so.
Apologies, you probably already thought of this, but this may be something that could be taken to a public meeting (e.g. a monthly city council meeting) as a question. "There's a business near my home that constantly violates the noise ordinance. How do I report it & I provide proof? & Follow up?"

I'm genuinely flummoxed. I had a pretty similar experience to yourself - if I mentioned movies like Candleshoe or the Three Lives of Thomasina to my peers, most had not heard of those movies. But I was born the same decade The Princess Bride came out.
Trump is demonstrating the importance of credibility in international relations.
He is not credible. He’s shown that others can’t trust what he says, and can’t act as if his stance will be the same tomorrow. He can’t communicate demands or make reliable offers. He made America’s word is worthless.
One frustration is that a blockade is an act of war; Trump is breaking the ceasefire by ordering this blockade before the two week ceasefire is up, and squandering even more of America's credibility by doing so.
