Well I am an editorial assistant on the journal for the history of analytical philosophy right now (jhap) so I know it ain't easy. Organizing philosophers is like herding cats.
Could be! I know recently they changed their submission system (used to be all over email) so things might be changing for the better over there.
In the case I know they got comments, because their policy is to provide comments over 6 months. But they were not super happy with the comments.

I have heard of someone I know very well having to wait over 6 months for jphil.
I'd see him pick up the mouse, put it down in another part of the house, force it to scurry around, complain it wasn't moving, then pick it up again and the cycle continues.
We've got a power outage, so I can't see a dang thing. But I hear my cat meow, seemingly for help. Turns out, he's yelling at a mouse that's playing dead, because he's annoyed that it isn't scurrying around to entertain him.
