Thank you this is important BUT please do something to help the disabled. Most are living below poverty levels and we can't wait for help. No one should have to choose between food or utilities or have to share someone's home because they can't afford even basic accommodation.

Make sure you include the needs of the disabled who are mostly living below the poverty line, have difficulty getting suitable employment and can't afford housing in cities, where many need to be to meet their medical needs. Start with not allowing clawback of the CDB.
